Open enrollment

Open enrollment is the annual window when employees elect, change, or waive benefit coverage for the coming plan year.

Updated 2 min read1 primary source

Open enrollment is a production event, not a longer enrollment form. Plan and rate changes, elections, deduction updates, carrier transmissions, and one fixed coverage effective date all land together. Each election carries a coverage tier, such as employee only or family, which sets the premium and the deduction. A benefits waiver is a recorded decision to decline coverage; a missing election is not a waiver. Build the calendar backward from the coverage effective date and the first affected pay date.

What stages does an open enrollment run through?

Every open enrollment stage can fail on its own. A late rate table or unresolved plan mapping can affect thousands of deductions, and a submitted election does not prove the right deduction followed. Coverage effective date and deduction start date are set separately; a late deduction start leaves arrears to recover. A dependent eligibility audit checks each covered spouse or child against the plan’s rules; in a group health plan, dropping an ineligible one retroactively is generally a rescission, barred unless there was fraud or intentional misrepresentation of material fact.

Configure plans and rates, then validate the eligible population.

  2. 02

Communicate the window and test the elections path.

  3. 03

Launch and monitor completion, chasing the employees who have not responded.

  4. 04

Review the elections that came in and preview the resulting payroll deductions.

  5. 05

Transmit enrollment to each carrier, then reconcile the first premium invoice and verify the first affected payroll.
