Full-service payroll
Full-service payroll is a payroll offering that also performs the surrounding tax and compliance tasks, such as deposits, filings, amendments, and year-end forms.
The phrase alone does not say which tasks are included, so two full-service providers can still differ widely in scope. A provider can calculate withholding correctly without performing every deposit, filing, amendment, notice response, or reconciliation. Some also move money while expecting you to manage a failed debit or a customer communication. Before comparing two full-service quotes, ask which tax and payment functions are included, who monitors failures, and who answers notices and amendments. Also ask what you must still supply.
Who stays responsible for the taxes?
Outsourcing payroll work does not outsource the underlying tax liability. You generally remain responsible for the tax deposits and payments, even when a provider performs the mechanics. Full-service payroll describes work performed on your behalf, never a transfer of who is legally on the hook for it.
